Below is the possible timeline of how a decision will be reached in regard to the State Health Benefits changes.
Plan Design Committee to Meet and Vote on Each Verified Proposal
September 30
The Plan Design Committee must meet and vote on each verified proposal before September 30, 2025.
If the proposals do not meet the $100 million threshold, additional proposals can be submitted before September 30, 2025.
If An Agreement is Not Reached by the Plan Design Committee
The decision will pass through several additional decision-making levels and can end at any one of these levels once a decision is made.
October 31: Mediation
If the Plan Design Committee cannot reach an agreement by September 30, proposals will head to mediation, which must be concluded by October 31, 2025.
December 1: Statutory Framework Revised
If the Plan Design Committee cannot mediate a solution, Legislature must revise the statutory framework of the plan by December 1, 2025.
December 1: Selection by a State Representative & Public Employee Representative
If the legislature does not pass a bill by December 1, a State representative (selected by Governor) and public employee representative (selected by State and local employee’s union), will jointly select cost saving measures.
December 15: Additional Representative
If the state representative and public employee representative are unable to reach agreement, the Executive Director of Office of Legislative Services will designate an additional representative to meet with state and public employee representative to reach an agreement before December 15, 2025.
