Senate Transportation Committee Advances S-1990/A-560

Local Administration & Operations Posted on December 10, 2025 | Last Updated on December 10, 2025

Last Thursday, the Senate Transportation Committee favorably reported S-1990/A-560, which requires transportation network company (TNC) drivers to complete anti-human trafficking training course.

The anti-human trafficking course, as approved by the Attorney General, is designed to require TNC drivers to complete a course of an overview of human trafficking, including how human trafficking is defined; guidance on the role TNC drivers play in reporting and responding to human trafficking; and information on how to report suspected human trafficking. The training may be provided via web-based video in digital format; however, it is required prior to the approval of an applicant and to current TNC drivers within 90 days of the bill’s effective date.

The League adopted a Conference Resolution with language consistent with the legislation and contacted the sponsors in support.

The bill is at second reading in the Senate, and we will continue to advise you on developments.
