S-1 Passes Senate

Last week S-1, which would encourage shared services, passed the full Senate. We thank Senate President Sweeney for the various amendments to the bill to address our concerns. We appreciate the civil service reforms and are optimistic they will make sharing of services much easier for civil service and non-civil service towns. We also appreciate the amendments to the process for the study and possible recommendations to be more transparent and provide appropriate protections to municipalities. Unfortunately, the penalty of loss of state aid enacted for not adopting recommended shared services remains.
