Senate Amends and Begins Debate on Rescissions Package

The Senate amended the $9 billion rescissions package to exclude cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR) and has begun debate after a procedural vote passed 51-50 with Vice President Vance breaking the tie. President Trump sent the rescission package to Congress in May and it was passed by the House in June. This package includes cuts to public broadcasting, foreign health programs, and international assistance programs. If it clears the Senate, the House will need to concur with the changes.  

The package must be concluded by July 18 for the rescission package to take effect.
