Gov. Murphy Signs Executive Order No. 223 Clarifying Procedures for April Elections

On Friday, February 19, Governor Murphy signed Executive Order No. 223, which outlines the procedures for counties and municipalities on the 2021 April school and fire district elections.  Counties and municipalities are mandated to adhere to following requirements:

County and Municipal Election Requirements

  1. Elections held on April 20, 2021 shall be conducted as required by law and all applicable Executive Orders, except as otherwise provided in this Order.
  2.  In any municipality in which a school election and special municipal election will occur simultaneously on April 20, 2021, the rules, and provisions applicable to the municipal election governing hours and polling places shall control and apply to the school election.
  3. In any county in which a school election and fire district election will occur simultaneously on April 20, 2021 for a school district and fire district with overlapping boundaries:

Governor Issues Executive Order 177

Earlier this week, Governor Murphy signed Executive Order 177 (EO 177), modifying the November 3 General election by creating vote-by-mail (VBM).  The Order suspends the sending of sample ballots and requires each election official from every county in the State to send the VBM ballot with pre-paid postage to every active registered voter within their county. The voters would also have the option to either return the ballot to a secured box or a polling location.  It also suspends the county-resident requirement for poll workers outlined in N.J.S.A. 19:6-2.

Governor issues Executive Order 164

On Monday, Governor Murphy signed Executive Order 164 (EO 164), which temporarily suspended statutory requirements for the annual municipal and county party committee meetings as well as postponing elections to November 3. The Municipal and County Committees have new deadlines for their annual meetings.
